How Performance Scores Are Calculated
The SA Office scores each contractor quarterly using four weighted criteria derived from inspection reports, payment records, and compliance notices:

Blacklisting Policy
Contractors are blacklisted by the SA Office for: abandoning a project site without valid reason, submitting fraudulent claims, receiving three or more critical compliance notices in a contract period, or failing to remediate serious structural defects identified by inspectors.
Blacklisted contractors are ineligible for new Edo State public contracts until the SA Office lifts the designation.
Inspection Process
Field inspectors from the SA Office conduct unannounced site visits at least once every 30 days for active projects. They assess physical completion, material quality, workmanship standards (WHS), and on-site safety compliance. Findings directly feed the contractor's performance score.
Inspection reports are archived on this platform. Project-level reports are visible on each project's detail page.
